Description
Currently Nominet provides two primary routes by which domain name data on the register can be amended - by the tag-holder, and by the registrant. The Lock State Working Group will develop proposals for the Policy Advisory Board in relation to increasing the Registrant's control over the amendment of data in the registry. The study will cover means of authentication of requests and will also cover the enhancement of Registry systems to avoid accidental amendment by Registry staff.

The Group will:

  1. Identify and document requirements for empowerment of Registrants or restriction of tag-holders within the current Nominet contractual framework, and requirements for additional authentication mechanisms.
  2. Propose outline solutions/Policies to improve the situations identified in 1.
  3. Evaluate the proposals and make recommendations to the PAB on the need for and urgency of such changes.

The Group will not produce detailed solutions or implementation plans in line with the PAB's remit of Policy advice.

Goals and Milestones
The group will provide progress reports to each PAB and a final report no later than four months from the start of the Working Group. i.e:

  • June 2nd 2004 - Working Group Starts
  • July 20th - Draft outlining issues identified in (1) above
  • Sept 21st - Proposals as per (2) above
