To become an ENUM registrar, you need to submit an application and agree to the terms and conditions of our ENUM Registrar Agreement. The annual accreditation fee for being an ENUM registrar is £350 (plus VAT). Once accredited you will have access to our registration systems.

You also need to comply with the ENUM registrar accreditation requirements. This sets out our conditions (including continuing obligations), which you need to satisfy before becoming a registrar and continuing to act as a registrar. You should also be aware of our fee schedule for the registration of ENUMs, and the requirement for ENUM registrations to be validated.

Validation can be done by sending data to a validation agency (VA) who then validates this usage.  For a list of validation agencies please contact UKEC for more information:

Applications to become an ENUM registrar can be made on our web site. If you are new to Nominet the first stage of the application process is to set up an account in our online service. If you are already a domain name registrar with a credit account, then you can add the ENUM registrar service to your existing online service account.

Requirements

During your application we will ask you to give us evidence of how you will comply with the accreditation requirements. You should prepare your responses to these questions in advance to ensure the application process progresses smoothly. You need to:

1. Show how you make your registrants aware of:

  • Your terms and conditions
  • Changes to your terms and conditions
  • Your charges for ENUM registration and renewal
  • Changes to your charges for ENUM registration and renewal

2. Give details of any related services you provide and how you make your registrants aware of:

  • How to access these services
  • Your charges for these services
  • Changes to your charges
  • How long you take to carry out a service

3. Give details of the customer support you provide by telephone and email

4. Give details of your code of practice, particularly with reference to:

  • Complaint handling
  • Dispute resolution process

5. Tell us if you have ever been involved in any regulatory investigations

6. Give evidence that you have appropriate professional indemnity insurance cover of at least £500,000 in place.

We will check the Information Commissioner’s Register of Data Controllers to see that you are registered.

Before becoming an ENUM registrar you will need to pass a test to demonstrate a basic understanding of Extensible Provisioning Protocol (EPP), ENUM and the policies surrounding UK ENUM. During the application process we will supply you with a user name and password to log into and take our online ENUM registrar test.
